Open template and delete copyright layer

Image/canvas size/800x800

P8 - apply mask/merge group/send to bottom

Flower3 - resize 90%

1 - flood fill

2 - p14

Selections/all/float/modify/expand by 5/new raster/flood fill/select none

Move down one layer

3 - p9

Add same border as 2

4 - p11 resized by 60%

Add same border as 2

Open frame3 - add paper of choice

Add tube of choice and resize 35%

Copy merged and position on working canvas

Image/rotate right by 20

Do the same with frame23

Image/rotate left by 20

Bat3 - resize 25%

Bat6 - resize 20%

Word art4 - resize 35%

Flower25 - resize 50%

Flowers20 - resize 30%

Flowers24 - resize 30%

Bottles4 - resize 30%

Backpack5 - resize 25%

Position tube of choice

Dragon1 - resize 30%

Merge visible/crop/resize as needed/add proper copyright
